John Milliron is the founder and partner of Milliron & Goodman. He is a hands-on leader who actively manages client issues, strategic counsel and stealth issue advocacy. Following a distinguished careeer as a member of the PA House of Representatives, John has played a prominent role in Democratic politics from local to statewide campaigns and is a true “insider” in Harrisburg for political fundraising and advocacy.

No stranger to issue development and grassroots strategies, Andy is responsible for client relationships and account management ensuring that objectives are successfully achieved. His leadership on issue advocacy has made Andy one of the most trusted lobbyists in Harrisburg.

With over a decade of experience working with state elected officials, government agencies and participants in the legislative process, Catharine offers our clients a unique perspective. She is well-versed in public policy, government relations, and advocacy campaigns.
Erik Ross brings over 27 years’ experience in state government and lobbying to Milliron Goodman. As a registered lobbyist, he specializes in state government relations with a focus on energy, environmental, and public utility issues in one of the most innovative regulatory environments in the country. His duties include lobbying members and staff of the Pennsylvania General Assembly, executive departments, and regulatory agencies on behalf of clients.
Carrie Goodyear Hillman
Carrie Hillman brings nearly a decade of government experience to Milliron Goodman. Her experience has come during a period of great transition within the General Assembly and she has a working history with the current members of the General Assembly. At the beginning of her career, Carrie was an intern with then Speaker of the House, Dennis M. O’Brien, where she assisted with special projects, press releases, special events, and foreign delegation visits.
Strategic communications is the catalyst that takes a message and turns it into action. At Milliron Goodman, Stephanie Shirley is responsible for developing on-target communication initiatives for clients that help get their message heard.
Melanie Greene is the voice and direction of Milliron & Goodman. As our Office Administrator, she is responsible for making sure everything runs smoothly on a daily basis. Melanie brings to the job skilled business practices and resourceful administrative support for the firm’s team.
