Catharine M. Conner
The legislative process can intimidate and overwhelm anyone – Catharine Conner is here to navigate our clients through the process with timely and pertinent information. With over a decade of experience working with state elected officials, government agencies and participants in the legislative process, Catharine offers our clients a unique perspective. She is well-versed in public policy, government relations, and advocacy campaigns.
Catharine found herself drawn to the legislative process as an intern in then House Democratic Caucus Chairman Mark Cohen’s office. Gaining an in-depth understanding of the state legislature and the political dynamics that accompany the complex legislative process, she was captivated.
Catharine went on to conduct non-partisan research for the Pennsylvania General Assembly in the Legislative Office for Research Liaison. While there, she honed her research and communication skills before joining the Association of Independent Colleges and Universities where she advocated for the interests of private colleges and universities within the Commonwealth and helped organize the annual Student Lobby Day.
Never one to shy away from a challenge, Catharine continued to use her research and communication talents to change the landscape. As a government relations consultant, Catharine developed successful legislative strategies and lobbied the Pennsylvania General Assembly and government agencies on behalf of private sector and nonprofit clients in industries including transportation, health care, insurance and gaming. She built relationships with legislators and staff from both sides of the aisle and committed to exceed client expectations by keeping clients informed of relevant legislative activity, proposed regulations, policy statements and political events.
During her years with a legislative tracking, reporting and research firm, Catharine gained a new perspective on utilizing legislative intelligence to make strategic decisions. A firm believer in the power of knowledge, Catharine is dedicated to ensuring that our clients are informed to achieve and retain the greatest possible success.
Each client is unique and Catharine understands that one-size-fits-all approaches will never help our clients reach their full potential. She delivers custom concepts, tailored to our clients – their industry, their issues.
